APESA condemns vandalism

ITANAGAR, Mar 22: Arunachal Pradesh Engineering Service Association (APESA) has strongly condemned the vandalization of RWD office at Itanagar.

While commending the prompt action taken by law enforcing authority on the matter, APESA appealed to take stern action against such lawbreakers. Unless peace and tranquility prevail, the engineers of the state cannot deliver targeted achievement for meaningful development in the state.

It further appealed to the Govt. officers of engineers’ fraternity under the State Govt. to uphold laid down rules and regulations at any cost while discharging their duties.

 

Foul play suspected in girl’s death

PASIGHAT, Mar 22: Suspecting foul play, the Nepali community residing here has demanded a thorough inquiry into the death of a 23-year-old girl to ascertain the actual cause of her death.

Nepali organization led by its women’s wing organized a protest march to Pasighat Police Station on March 19 demanding justice for the deceased Bunu Rawat.

The incident which took place on March 14 has been declared a “hit and run” case prematurely by police without conducting proper investigation, they claimed.

“The case needs to be investigated thoroughly as circumstantial evidences indicate foul play,” the protestors said.

The women organization has also raised doubt over inordinate delay in declaration of the post mortem report.

Sarvajanik Siang Aarti Mahotsava Committee Secretary cum councilor of Pasighat Municipality Makpak Peyang appealed to all to help unearth the truth behind the death.

 

Child labour rescued

ZIRO, Mar 22: A 13-year-old boy from Lakhimpur, who was engaged as child labour, was rescued from a hotel in Pitapool yesterday by ICDS Deputy Director Jaya Jawal Singh and Yachuli CDPO Kina Taka.

The rescue was made after Childline North Lakhimpur had intimated about the boy to its Itanagar counterpart through an email who further informed the Deputy Director and the CDPO of the incident.

The rescued child identified as Pitul Manki, son of Kokia Manki is currently kept at Achu Kuru Children’s Home, Ziro. Itanagar child helpline will hand the boy over to his parents. DIPRO

 

NYP conducts training for SHGs

ITANAGAR, Mar 22: National Youth Project conducted training sponsored by NABARD on bookkeeping for 30 women SHG members at Police Colony area.

The SHG members were taught on the importance of bookkeeping and other issues pertaining to different aspects of SHG and its development by the resource persons.

NYP President HP Biswas and NABARD APM Kamal Roy interacted with the participants and suggested them to be product based SHGs for sustainable income and growth.

 

NYP organizes cleanliness drive, rally

ITANAGAR, Mar 22: National Youth Project (NYP) organized a cleanliness drive under Swachh Bharat Abhiyan at Ganga market and Police Colony area here today. The programme was sponsored by NABARD, Arunachal Pradesh.

In another programme at Police Colony, the NYP took out an awareness rally on cleanliness which was joined by SHG members, youths of the colony and children.

 

DAAD Scholarship for Arunachalee student

ITANAGAR, Mar 22: A student from Arunachal Pradesh pursuing Ph.D in Adult Education at Jawaharlal Nehru University (JNU), New Delhi, Mina Toko was awarded with - ‘German Academic Exchange Service - DAAD Scholarship’ to participate in International Winter Workshop 2015 organized by Professorship for Adult and Continuing Education, Institute for Education, University of Würzburg, Germany.  

Mina presented a paper on “Academic Professionalization of Adult Education in India: A case study of Arunachal Pradesh”. The case study highlighted how adult education in Arunachal is least discussed area of education and is deprived in research, training, knowledge and skills.

She says it was a successful learning experience on Comparative Studies on Adult and Lifelong Learning in Germany and Denmark.  

Further she added that the government of Arunachal Pradesh should encourage students for Research and Development (R&D) in other countries for their academic and professional growth.

 

Workshop on NERCORMP held

ITANAGAR, Mar 22: Efforts are being made jointly by North Eastern Region Community Resource Management Project (NERCORMP), Changlang and RK Mossang Memorial Society (RKMMS) for socio-economic development of 1,267 families belonging to BPL category of Diyun-Bordumsa, Jairampur and Manmao CD blocks, informed RKMSS in a release.

A workshop cum meeting in this direction was organized by RKMMS in Jairampur recently which was attended by the officers from NERCORMP, Changlang branch, chief functionaries and staff of the NGO and NaRMGs of Jairampur and Nampong blocks.

Similar workshop was also held at Bordumsa block and for SHGs of Chamro and Maganton – II villages.

 

Review meeting on national population registration

ZIRO, Mar 22: A meeting was held to review preparation for biometric enrollment for National Population Registration (NPR) in the conference hall of the Lower Subansiri Deputy Commissioner yesterday.

It was informed in the meeting that camps have been set up in Joram, Talo, Yachuli , Loth and Yazali to speed up the process.

DSO Nani Sambyo has appealed to all the PRI members to mobilize people for enrollment to achieve the target. He also requested people from the district residing outside to enroll themselves in the permanent camps set up at the offices of the DC, CO, Yazali, ADC, Yachuli and Raga.

ADC RK Borthakur directed Karvy Company representatives to equip the camps with adequate machines and man power. He also insisted on increasing the work days for enrollment in each camp for the convenience of people from interior villages.

Computer education for differently abled students

ITANAGAR, Mar 22: A computer education programme for the students of Donyi Polo Mission School for Hearing and Visually Impaired, Chimpu, Itanagar was held in its premises here today.

During the day-long programme, resource persons dwelt on various computer related topics, including generations of computer, procedures of operating Microsoft Words, parts and functions of computer and its role in everyday life.

The differently abled students from Class VII to X along with faculty members have benefitted from the awareness programme imparted by the Itanagar based Multi-tech Computer Education.

Former student of the school Taring Tadam who has completed Diploma in Computer Education also taught about basics of computer as resource person.  

The programme aimed imparting basic computer education to the students and making them familiarize to computer, said principal of the school H Sharma.

A small interactive session was also held at the end of the programme in which students who answered various questions were awarded with prizes.

The visually impaired students also sung few melodious numbers on the occasion.

It is worth mentioning here that this school since its inception has been rendering yeoman service for the welfare of the differently abled students in the state.

 

Elocution competition

ITANAGAR, Mar 22: An Elocution Competition was conducted by Public Health Engineering & Water Supply Department to mark the end of week-long National Rural Drinking Water and Sanitation Awareness Week which started from March 16 and also World Water Day here today at State Water Testing Laboratory, Mowb-II, Itanagar.

Students from various colleges participated in the elocution competition. Pippi Yommin of Dera Natung Government College won the first prize.

Tago Ketan, Chief Engineer, Sanitation, gave away the prizes to the winners and asked the participants to be the agent for spreading awareness about sanitation and to achieve the targets of Swachh Bharat Mission (Gramin) by 2019.

Commission demanded at the behest of Education Minister: Students allege as they demand Taloh’s resignation

ITANAGAR, Mar 22: The recent arrest of four persons for allegedly extorting money from big contractors in the name of awarding major works has taken new twist with All Papum Pare District Students Union (APPDSU) making sensational claim of the involvement of high profile persons in the case. In a press release, APPDSU claimed that arrested persons were working on behalf of the present Education Minister Tapang Taloh.

Giving detailed account of the incident, the union alleged that arrested persons namely Dubi Ete Lollen, Bimpi Riddi, Tori Gadi and Tame Aking were demanding money from a local businessman Tana Pekhi Tara of Doimukh in connection with sanctioned amount of Rs 12.5 Crore against establishment of Govt. College at Doimukh.

“They were asking 3% as liaison charge and commission of 10% from the sanctioned amount for Education Minister. However, as we are aware this year under SPA only Rs 2 Crore was supposed to be sanctioned for starting of the work but how come it had gone up to 12.5 Crore without public knowledge? We need answer from the competent authority,” the APPDSU stated in a release.

Further they added, “Despite lodging of FIR and few arrests made, till now police are yet to arrest Marpi Basar and Tomar Basar, who along with Dr. Ranjan OSD of present Education Minister is the master-mind of the whole episode. The Chief Judicial Magistrate (CJM) Court Yupia had also rejected the bail petition of all accused on 17th March and police are yet to take serious note on this issue. It is now learnt that because of such corruption practices till today no tendering process had been maintained in the Education department for any project under SPA.”

APPDSU urged Education Minister Tapang Taloh to step down on moral grounds within 10 ten days, so that impartial enquiry is conducted. Union also requested the police department to place all the facts before the public domain and not to mislead the public on such high profile corruption issue.

 

 

Arif Siddique conferred WIPRO- Nature Forever Society Sparrow Award-2015

ITANAGAR, Mar 22: Well known environmentalist and  photographer Arif Siddique was conferred WIPRO- Nature Forever Society Sparrow Award-2015 at glittering function at Maharashtra Nature Park, Mahim in  Mumbai to mark the World Sparrow Day on March 20 last.

He received a memento, a certificate and a cash prize of Rs 50000 from Wipro vice president (HR) Preity Kataria in presence of Dainik Bhaskar senior vice president Vinay Maheshwari, Maharashtra PCCF Suresh Tharot, Godrej Limited head corporate communication Sujit Patil, besides of representatives of many corporate houses, film personalities and senior nature conservationist including some foreigners. “We have often noticed in the environment conservation field that while the best known professional conservationists consistently receive accolades for their good work, there are many others who make consistent efforts in their own way to save the environment without worrying about the credits, said Kataria, adding “Our sentiment behind launching the awards is to honor such people and applaud their silent efforts. This award is to honor the work of individuals and organizations at the grassroots level for strengthening the conservation movement for better protection of the environment and biodiversity”.

Pleasantly surprised on being selected for the prestigious award, he told this daily that his responsibilities have multiplied and hopes to promote eco-tourism by making it community-based for sustainable livelihood of the local people to make conversation effort meaningful and participatory.

“Arunachal Pradesh has no jungle mafia or poacher but people often hunt because they have no viable alternative to earn their income,” he said adding he would try to involve them in eco tourism.

Arif from a family of hunters and went on hunting spree during childhood recalls that even when he was young, but began to protest against hunting one he grew up.

He landed in the state to work a PWD engineer but now terms it amounted to homecoming of sorts for him. He could not have felt more at home among the forests which always inspired him. He began to use his camera to chronicle, shooting butterflies to impress upon people the importance of their existence and the significance of saving their habitat. As they say, water found its own level and he met people working for conservation and eco-tourism.

Arif was instrumental in holding the first international butterfly festival at Jairampur in 2009 followed by another in 2013.

Arif chose a field that does not require major funding. He connected with people at the grassroots and his profession as an engineer with a government department provided him with ample opportunities to reach out to people and spread the issues that concern him. On several occasions, his work found the support of local leaders and legislators. Sometimes, when he needed it, they have come forward with financial assistance. The pictures of internet and facebook-savvy engineers on culture, tribes and nature are all over the internet.

“It’s always a difficult job to stop hunting or felling of trees in an area where people are dependent on forests for their daily life. But hunting as a hobby has declined in the last few years as the younger generation is now educated.” He is relieved that the youth would rather chase fashionable things than hunt. Yet, the task ahead will be to dissuade villagers in remote areas, he believes.

 

 

Kipa Solomon wins Arunachal Got Talent

ITANAGAR, Mar 22: Seven years old Kipa Soloman of Kurung Kumey district won the first ever Arunachal Got Talent (AGT) 2015 which concluded on a colour note here at Indira Gandhi Park on Saturday evening. Solomon was adjudged winner for his stunning dancing performance in a unique style.  Solomon walked away with cash prize of Rs one lakh and a trophy.

G7 Loyal Group of Itanagar and Chumya Mudo of Lower Subansiri district were adjudged as first and second runners up with cash prizes of seventy thousand and forty thousand rupees along with trophies respectively.

The maiden talent hunt started its journey to hunt for the hidden talents of the state on 21 December 2014, by screening 604 talents who enrolled themselves to be part of the talent hunt across the state. The reality show was initiated by Hillang Nima, organizing Chairman along with group of various patrons, advisors and judges from within as well as outside the state. Attending the grand finale of the maiden AGT as chief guest, Tourism and Arts and Culture Minister Pema Khandu exhorted that the young talents should be given such platform to expose their talent. He also said that Arunachal Pradesh has enough of talented youths in every field and the state government should encourage such event to promote the talents. Citing job quota created for meritorious sportspersons of the state, Khandu further opined that all the other talents should also provided such provision.

 

 

World Water Day 2015: Facts, figures and ‘Water and Sustainable Development’ theme

Today marks World Water Day, observed on 22 March every year to celebrate water and raise awareness of water-related issues. The list of reasons for a day dedicated to water is long, from issues of distributing it during disasters to improving sanitation and making sure drinking water is of sufficient quality.

World Water Day is also a day to prepare how we manage the resource in the future. A United Nations report released in March warned the world could suffer a 40% shortfall in water in just 15 years unless countries dramatically change their use. As climate change takes its toll on Earth, rainfall patterns are predicted to become more erratic, while many underground water reserves are already running low.

The world is facing a "collapse in our global socioeconomic system", Richard Connor, lead author of the report, told Reuters.

What is the theme for 2015?

Each year, World Water Day highlights a specific aspect of freshwater. Under the theme "Water and Sustainable Development", 2015 provides an important opportunity to highlight water's role in the sustainable development agenda.

Water is a finite resource that is fundamental to human well-being. Only renewable if well-managed, 2015's theme draws attention to the role water plays in strengthening social, economic and environmental systems.

Where did World Water Day come from?

In 1993, the United Nations General Assembly designated 22 March as the first World Water Day. More than two decades later, it is celebrated around the world to shine the spotlight on a different issue every year.

The day was first formally proposed in Agenda 21 of the 1992 United Nations Conference on Environment and Development (UNCED) in Rio de Janeiro, Brazil. The day has also become a popular Facebook and Twitter trend, with the hashtag #WorldWaterDay.  Facts about the water crisis

* Roughly 75% of all industrial water withdrawals are used for energy production.

* There are 658 million people living without access to water in Africa.

* By 2035, the global energy demand is projected to grow by more than one-third.

* Diarrhoea caused by inadequate drinking water, sanitation and hand hygiene kills an estimated 842,000 people every year globally, which is 2,300 people per day.

* 750 million people lack access to clean water, which is over double the population of the United States.

* The water crisis is the number one global risk based on impact to society (as a measure of devastation) and the eighth global risk based on likelihood (likelihood of occurring within ten years), according to the World Economic Forum.

* 82% of those who lack access to improved water live in rural areas, while 18% live in urban areas.

 

 

Orgs. demand stringent punishment

ITANAGAR, Mar 22: Arunachal Pradesh Congress Seva Dal (APCSD) has demanded for appropriate punishment to those involved in the APPSCCE question paper leak incident stating that it has jeopardized careers of many aspirants.

Commending the state police and SIT for arresting five persons allegedly involved in the incident, APCSD Chief Organizer Kipa Kaha urged the authority concerned to ensure exemplary punishment for the perpetrators of the scam as they have no rights to play with the future of the aspirants. Arunachal Civil Society (ACS) has demanded termination of all the five alleged accused involved in the infamous APPSC (main) Paper leak incident from the Commission permanently.

A stringent punishment like termination will not only send a strong message to other corrupt officials but also act as deterrent to corruption activities, said ACS Chairman Patey Tayum while commending SIT for the arrests.

Meanwhile, condemning the Arunachal Pradesh Public Service Combined Competitive Examination 2014 Mains GS Paper-II leakage issue, All Nyishi Youth Association (ANYA) today urged the authority to strictly deal with arrested officers who are allegedly involved in high-profile case.  In a press statement ANYA President Biri Kakum appealed to the authority to take case seriously so that such incident does not recur in future. It also stated that authority should not entertain the erring officers in hospital as they are indirectly evading from confinement. All the accused should be punished as per established law, ANYA added. Meanwhile it also requested the government to provide relief to the fire victims of Daporijo.

 

 

Delay in renovation of MMJ road causes concern

PASIGHAT, Mar 22: Though the state Public Work Department (PWD) is claiming that road construction work along Mirem-Mikong-Jonai (MMJ) is progressing well, the fact remains that the road between Mirem to Ruksin is still in deplorable condition with large potholes all along the stretch of the road causing innumerable problems to the commuters.

The PWD road linking greater Mirem Bilat area and Ruksin ADC headquarters in East Siang is lying un-repaired for the last several years. Inordinate delay in renovation of the vital road is causing great deal of dissatisfaction among the local villagers.

The local MLA during December last year granted an amount of Rs 10 lakhs for repairing of the road, but the local contractors have pocketed lions share of the money without proper work. The sand gravel filled in the name of minor repairing was washed away by pre-monsoon shower.

The historic MMJ (renamed as MMR) road is the lifeline for the interior villages of Pasighat-West and other parts of neighboring Jonai area of Assam. It also serves as subway from Ruksin to Pasighat and most of the food items and agricultural products are transported to this area through this route.

The locals observed that the condition of the road has turned from bad to worse during the last two decades for want of maintenance. The devastating flood last year has further worsened the condition of the road. The earth-filled sandy road is now creating dust pollution all along the road.

In a recent development, an amount of Rs 2.98 crore under Special Plan

Allocation (SPA) has been sanctioned for renovation of MMJ road, out of which Rs 1, 50 crore is released. The PWD department has completed the tender and other official processes for awarding the work, but the work is yet to be started due to reasons best known to them.

“We are anxiously waiting to see renovated MMJ road through proper implementation of the SPA scheme. The working season this year is running out, but the implementing department is yet to chalk out strategies to complete the renovation works before the rainy season’, the villagers rued.

 

 

NSS special camp held at Danglat and Tafragam Tezu

ITANAGAR, Mar 22: The NSS Unit of Indira Gandhi Government College, Tezu organized a week long special camp at its adopted villages of Danglat and Tafragam under Tezu from 14th to 21st March with the Theme: Beyond Campus.  

Altogether 90 boys and 50 girl volunteers enthusiastically participated in the camp under the guidance of the Unit Programme Officers, N. Singpho and R. Dele, Assistant Professors, Dept. of English.

The camping started with a massive cleanliness drive conducted at the vicinity of Govt. Middle School and the Village Community Hall, Danglat. The team mended the barbed wire fencing of the village community hall and constructed boundary fence of Health Sub- Centre.  

During the camping the volunteers also constructed the boundary fencing of Mepo Pre-Primary School and repaired the poorly laid school approach road upto the school premises.

Assisted by the Youth Association of the village the volunteers also repaired the existing Mid-Day Meal Kitchen shed of Govt. Middle School New Danglat and constructed a kutcha urinal particularly for the girl students of the school.

Besides the cleanliness and construction work the team also conducted a massive plantation campaign and planted about 200 avenue saplings along Tafragam village road in collaboration with the Bapu Welfare Society, Tafragam.

The valedictory function of the special camp was attended by the Principal Dr. Tasi Taloh, Vice Principal SC Pradhan and other teaching fraternity of I.G.G. College.

While addressing the volunteers Dr. Taloh briefed about the role and importance of National Service Scheme during the students career and acquainted the volunteers with the NSS programme like special camp and regular activities under its aegis. He also dwelled on the motto NSS “Not Me, But You” and exhorted the students to avail the opportunity and render selfless service to the community.

The interaction programme was also attended by the Head GB, Danglat Village K. Kri, President, Danglat Youth Club, executive committee and other villagers.

 

 

Prog on Rural Drinking water and Sanitation

BOMDILA, Mar 22: A week long awareness programme on Rural Drinking water and Sanitation under Swachh Bharat Mission (Gramin) culminated today at Sera Village under Nafra Block on World Water Day celebration. The awareness programme was kicked off on 16th March with intensive awareness programme covering more than nine Gram Panchayats in the district.

The villagers were informed on cleanliness, need for toilets, personal hygiene practices, safe handling and storage of drinking water and water conservation.

Attending the concluding programme of the week long awareness campaign, E.E PHED, Bomdila led the cleanliness drive with the public of Sera by cleaning the surrounding area of the village.

E.E PHED cum Member Secretary DWSC, Bomdila L. Tekhi stated that though the sanitation programme has been going on in the country since the last three decades, the results have not been encouraging. He added lack of proper sanitation is the main cause of several diseases in the rural areas which directly affect the health and economy of the people. Stressing on sanitation he appealed all participants to construct low cost toilets to avoid open defecation.

District Consultant, D Taipodia spoke on Swachh Bharat Mission and achievements in the district under Swachch Bharat Mission.

Speaking on the occasion, Junior Engineer Nafra, Pulak Bhattacharjee, appealed the participants to construct quality sanitary toilet to eradicate open defecation from the area. He added that poor sanitation means poor health.

Intra-Village Drinking Water supply system was handed over to VWSC, Member of Sera Gram Panchayat for operation and maintenance.

 

 

Guard yourself from HIV virus while guarding the nation”

ITANAGAR, Mar 22: Central Reserve Police Force (CRPF) personnel based at Senki Park here were sensitized on global HIV/AIDS pandemic in an awareness and donors’ motivation camp conducted by 138th Battalion of CRPF in collaboration Arunachal Pradesh State Aids Control Society (APSACS) today.

Addressing the CRPF jawans in the meeting, APSACS Project Director Dr. Riken Rina asked them to guard themselves from transmitting viruses like HIV while guarding the nation.

The Commandant of 138th Battalion of CRPF urged his jawans to learn about HIV/AIDS so that they can prevent themselves from it. The Commandant also motivated the jawans to donate blood voluntarily as it is also a service to the nation.  

APSACS Deputy Director (Blood cell) Dr. Nabam Budh highlighted the importance of voluntary blood donation through PowerPoint.

While urging the jawans to donate blood voluntarily, Dr. Budh, at the same time, discouraged receiving blood from professional donors. The chance of transmitting infectious diseases, like HIV/AIDS and Hepatitis B is very high in blood from professional donors, he added.

Deputy Director (IEC) Tashor Pali highlighted on how HIV/AIDS can be transmitted from one person to another. He urged the jawans to equip themselves with correct and complete knowledge about HIV to avoid it.  He also urged the jawans not to discriminate people living with HIV as it is not a disease.

“Stay away from the virus, not from the person living with HIV,” he added.

Deputy Commandant Shashi Kumar, Doctor of 138 Bn, CM Ngullie, Asstt. Commandant, Dharmenra Pathak also spoke on the occasion.

Later an interactive programme was conducted with the participants where various queries related to HIV/AIDS were clarified by the resource person.

Do not believe in every word that is printed

Dear Editor,

Through the column of your esteemed daily, I would like to point out some wrong information published in Arunachal Times, dated 19th March 2015 under the headline- "Govt to give special focus on education sector".

In the last paragraph, it was mentioned that 'there was no teacher present in KGBV Rayang when the students were attending annual examination'. But the truth was that most of the teachers under KGBV were actually present that day. Of course some of the teachers were not present but almost all the teachers of middle school level were present in the exam that day.

How is it possible for a school to conduct exams without any teacher? Such false information about a particular school spread wrong message about the school and creates bad impression among the people. In fact the school has been running nicely for many years.

So, we kindly request the reporters not to write blindly and readers also not to believe in every word that is printed.

Separation of the Legislature and the Executive

The three pillars of democracy in India is a misnomer and in practice there are only 2 unstable pillars with the dominant Executive subterfuging the other 2 vital organs. The Executive and the Legislature are not separated in practical sense. The majority party MP's & MLA's, the legislators are also simultaneously part of the Executive as Prime Minister, Chief Ministers & ministers off course excluding the opposition party members. And what's happening is that, the topmost responsible and specialised functions of Legislature and Executive which needs fulltime devoted members are occupied by the same part timers and resulting in half committed services and inefficient functioning of the democracy. Also, we have seen that, Indian leaders even after becoming Prime Minister, Chief Ministers, Ministers give more priority to party political activities like campaigning, etc by sidestepping other constitutionally mandated functions also. Also, it is seen that, parliamentary processes, debate and passage of bills are hurried affairs with legislators either given chance to speak for very few minutes or not at all and number of times bells pressed by Speaker of Lok Sabha or Chairman of Rajya Sabha to restrain members to speak are fascinatingly numerous and there use to be no detailed debates at the floor of house. There is autocratic monopoly & control of the Executive over the Legislature and there is no real check and balance between the three vital organs of democracy as envisaged in the constitution. Legislation has suffered in India.

For instance, the hugely unpopular & colonial Land Acquisition Act' 1894 took 120 years for amendment in 2014. Also, popular demanded strong anti corruption laws are yet to see light of the day even after 67 years of independence. The Executive governance has failed the nation for decades on. Today, in any globally accepted index, whether Human Development Index or Transparency Index or Environment Index or any other, India is a bottom ranker. Out of 1.2 billion populations, 300 million plus population exist in abject poverty and subhuman conditions and which constitutes 20% of the global poor as per one estimate. In wealth distribution pattern, the 10% powerful Indians own 80% of the national wealth presenting a sordid picture of income inequalities in the largest democracy in the world!

The autocratic control and monopoly of the Executive over the Legislature has negative impact on the third vital organ, the Judiciary. As per on international study, the Indian Judiciary is one of the most severely underfunded among Judiciary systems in the world and the underfunding has pushed it to severe inefficacy. With mushrooming population and ever growing number of crimes, underfunding and non- expansion of courts, special courts has lead to pendency of millions of cases which in turn delays administration of justice and deterrent punitive actions to contain alarming rising crimes. And unchecked rising crimes hurt business, growth and economic development of the country.

Notwithstanding, good economic reforms are infused, but today, top most reforms are needed in the polity of the country without which dreams of developed and sustainable India will remain an elusive dreams for billions Indians even in coming decades and may be centuries on. Indian political system deserves a real separation of the vital organs, Legislature, Executive and Judiciary like the one we see in the United States of America. The highly responsible and demanding functions of Legislature and Executive governance of the country should be manned by separate set of individuals who should be devoted full timers in their job for committed service to the people of the nation. India deserves real separation of the Legislature and the Executive.

Noise pollution from IG Park

Dear Editor,

Through your esteemed newspaper, I would like to highlight the problems of noise pollution around the Indira Gandhi park .it’s good to have various programmes and entertainment in the park, but the loud noise are disturbing the people living in the area near the park. Loud noise disturb our sleeps, bring headache, noise pollution etc. We don’t know the statistics of how many people have damaged eardrum. It’s my request to please make the sound low but audible enough to the audience but not to disturb people living in the vicinity of the park. Be humane and care for health of others too.

Restore sanctity of APPSC

The news about the arrest of five officials of Arunachal Pradesh Public Service Commission (APPSC) by special investigation team (SIT) for their alleged involvement in APPSCE paper leakage case has sent shockwaves across the state. As per the report five people namely Joram Nagu, Under Secretary APPSC, Nima Tondrang, Joint Secretary APPSC, Bate Koyu, Deputy Secretary APPSC, Debhasish Dey, Private Secretary to Chairman APPSC and Swaroop Bhattacharjee, Personal Assistant to Joint Secretary (APPSC) were arrested based on the initial investigation done by SIT.

The question paper was allegedly leaked to one of the aspirant by the Under Secretary APPSC. Later, the aspirant shared it with the other candidates. By using such illegal method, some of the candidates got benefit during the exam. The SIT deserves round of appreciation for cracking the case within a short span of time. However, they need to properly handle the case and ensure that guilty persons are strongly punished for their heinous crime. People of Arunachal should also cooperate in the case and don’t try to protect the accused based on tribe and ethnic line. Also the Arunachal Pradesh Public Service Commission (APPSC) should learn from this mistake and adopt new measures, so that in future such incidents are not repeated. Commission seriously needs to find solution towards the loopholes affecting the functioning of APPSC. Lot of damage has been done to the reputation of APPSC. It’s time they take bold initiative to win back the trust of the people of Arunachal.
